Çocuk suçluluğu demografisi: Kütahya şehri örneği

Abstract

Çocuk suçlulugu bütün dünyada oldugu gibi ülkemiz için de önemli sosyal problemlerden biridir. Tüm dünyada çocuk suçlulugunun nedenleri, mevcut durumu, önlenmesi ve suça itilen çocukların topluma yeniden kazandırılması ile ilgili yogun çalısmalar bulunmaktadır. Suç ile ilgili arastırmalara bir bütün olarak bakıldıgında, önemle üzerinde durulan iki kavram oldugu görülür. Birincisi suçu önlemeye yönelik tedbir ve erken tanı çabaları, ikincisi suçun ortaya çıkısındaki ilk belirtilerin çocuklukta görüldügü düsüncesiyle, çocuk suçlulugu arastırmalarıdır. Bu arastırmanın amacı; isnat edilen suça göre süpheli olan çocukların demografik profili ve suç türüne baglı olarak gösterdikleri benzerlik ve farklılıkların ortaya konmasıdır. Çocuklarca islenilen suçların nitelik ve ciddiyetinin degistigi göz önüne alınarak multidisipliner, çok kurumlu, birey, aile, mahalle, okul gibi farklı alanlara yayılmıs önleme çalısmalarının tartısılması gerekmektedir.

As in the whole world, juvenile delinquency is also one of the major social problems in our country. There are intensive efforts all around the world to find the reasons for juvenile delinquency, to assess its current state, to prevent it and to rehabilitate the kids forced into crime. When the researches on crime are analysed as a whole, two important concepts can be seen. The first one is preventive measures and early diagnosis; and the second is the research on juvenile delinquency just when the first evidence of the crime appears on the child. The aim of this study is to reveal the demographic profile and the similarities and differences of the children according to the crime they are charged with. Considering the fact that the quality and gravity of the crimes committed by children, multidisciplined preventive efforts - involving multiple institutions like the individual, family, neighbourhood, schooll should be discussed.
